Belgian watchdog reports that one in four players are turning to offshore websites.

The Belgian Association of Licensed Gaming Operators (BOGA), a trade organization dedicated to analyzing trends in the local regulated market, has released a statement summarizing the findings of a new study. The study highlights many of the current challenges facing the industry.

A recent study revealed that 25% of gamblers are using illegal websites. Additionally, the study found that 47% of players who had previously opted for self-exclusion returned to gambling through these illegal channels, presenting a critical issue that lawmakers and stakeholders need to address. Players often choose illegal gambling sites because they offer easier accessibility after self-exclusion, requiring less stringent controls like age verification, deposit limits, or self-exclusion checks. Tom De Clercq, Chairman of BOGA, warned that the current situation is a slippery slope. He argued that excessive regulation has made the legal gambling sector less competitive, while offshore websites are not subject to mandatory consumer protection laws. De Clercq highlighted the impact of current regulations, stating, More and more individuals, particularly young people and vulnerable groups, are being drawn into an unregulated, uncontrolled environment without safeguards. If we take no action, Belgium—like some neighboring countries—risks losing control over its gambling market.

De Clercq was accompanied by his colleague, BAGO Vice-Chairman Emmanuel Mewissen, who shared his concern over the recent findings. Mewissen argued that the country's regulator requires broader legal authority to combat the plague of illegal gambling. This is the only way to effectively address illegal operators, protect consumers, and maintain a well-regulated private market, Mewissen stated. BOGA pointed out that approximately 65% of men aged 18 to 21 have engaged in illegal gambling. Additionally, 97% of individuals surveyed in this age group recognized at least one offshore gambling brand, highlighting the effectiveness of these brands' marketing strategies targeted at one of the most desirable demographics. BOGA is urging for more decisive actions to eliminate offshore gambling sites and reduce their influence, while also making the local market more competitive. The regulator, in particular, should be empowered to do more.
