He acknowledged the significant milestones reached in regulatory and market changes, while also emphasizing that the journey is far from over. The ultimate goal of transformative reform is still on the horizon, demanding continued dedication and effort.

UK regulator doubles down on delivering evidence-led changes

The executive director passionately emphasized the ongoing efforts to enhance the Gambling Act of 2005. Through the Gambling Act Review and the 2023 White Paper, the regulator is clearly dedicated to an evidence-based strategy, resulting in a comprehensive program. In just a few months, Miller noted that the White Paper has already sparked key reforms, with more significant changes on the horizon. Financial vulnerability checks have been implemented, and there are now critical changes in direct marketing and innovative products designed to reduce the speed and intensity of online marketing. Miller also highlighted improvements in age verification processes, ensuring stronger protections for consumers under 25. While he acknowledged the skepticism surrounding these initiatives, he pledged to address these concerns head-on: I understand that for many of you, and for those who will encounter this later, it might not feel like enough. It's possible that more reforms will be necessary, as the gambling industry is an ever-changing landscape with evolving risks and challenges. To make sure this commitment is fulfilled, Miller expressed the regulator's commitment to rigorously evaluating the measures being introduced and their effect on the market, consumer safety, and businesses.

UKGC’s enforcement actions in numbers

Miller passionately conveyed the relentless efforts of the regulator to safeguard the market, highlighting significant accomplishments since the new financial year kicked off in April 2025. Reflecting on the diligent work from April through August, Miller revealed that the UKGC sent out 344 cease and desist letters to advertisers and operators. They also reported an impressive 45,674 URLs to search engine companies, resulting in the removal of 30,605 of them. Adding to these actions, Miller shared that 235 websites have been shut down or geoblocked, and another 466 have been flagged for delisting by search engines. With a steadfast promise to continue exerting pressure on those who attempt to proliferate illegal gambling in Great Britain, Miller concluded with undeniable determination: We are escalating our efforts against those who dare to challenge the integrity of our market.
